Cannot Login to movabletype For First time

Hi,
I Install MT on Windows 2000/IIS/MySQL
All thing is good !
i run mt-load.cgi succesfully,
but when i try to login to mt.cgi with Melody/Nelson I see the login
page again widthout any error !
i delete all cookies ! And check all installing step.


please help me !
