is there any method to completely install/download all the cpan modules?

The CPAN archive is huge. The logic question to ask is what do you really want to do? Are you just wanting to prevent the need for installing modules in the future? Because if so, this is a waste of your time because modules are constantly being updated. Is installing modules too hard, so you're trying to do it enmass? If so, then read up on how to install perl modules on cpan? Are you wanting to create a cpan mirror? Well, I have no idea how one does that, but I'm guessing the answer is on the cpan site.
