Refresh page using perl

How can i make refresh of a HTML page using Perl?

At this moment i am using "<META HTTP-EQUIV='REFRESH' CONTENT='900;UR L= ....... " buth i want to refresh the htlm page every 15 minutes using de clock, to start at the minute 03.

Since I don't see where Java comes into this, I will assume it's a lost thread and move it to the perl forum
