ERROR: JRE missing in scratch path

While try to install my Oracle 10G server i got the following error
Error in writing to directory C:\document... please ensure that this directory is writable and have atleast 45MB of disk space.
my hard disk is 150GB
so why the error and how can solve the problem and install my database

Do you have full access over the Directory in the path ?
