Can't Edit inithsodbc.ora in Notepad

I am trying to edit the inithsodbc.ora file in Notepad but I keep getting an error saying that the file cannot be created and that I should make sure that the path name and the file name are accurate. This is after I have been told a file with a similar name exists. I will appreciate any insight into how to solve this problem. TIA
