how to run oracle software without installing oracle.

basically,i am developing an software with oracle as back end & visual basic as front end.hence I want to develop the software in such a way that it can run on any PC which doesnot contain oracle software priorely installed

If there is no oracle or if can't connect to server how it is supposed to work ???
