frm-40654 - facing problem with oracle 10g

When I am deleting a record from a block, after inserting it. I am getting the error "FRM-40654: Record has been updated by another user....". It is only happening for one particular record. For other record it is working fine. But in 6i, for this record also working fine. Please help.
