Hi Kanthi,
If you are new to this then I would suggest starting with the wizards. This does most of the job for you. Once the base structure is created you can then customize all or part of it.

I think you mean Oracle Developer Forms..
you need to install Oracle Forms 9i or 10g to build a form...and to use it you need to read a book or take class course in Developer...
