Hello, Ada! Actualy you can follow people by #hashtags. Add'd a massive temathical #hashtags to your photos, or/and add a comments on photos other peoples, like: follow me back, like-to-like, etc. If you add a many accounts with same theme photos as you do, so you can dirrect message them to make cooperative with them, adding their name @levkippdev, etc... -

What do you want to promote, exactly, on your profile?
I can tell you this, if it's not visual (e.g., makeup, fitness, illustrations, the written word), then it's a COMPLETELY different strategy than everyone else.
Let's say that you want to promote your coding skills.
I would post jokes about coding, that only other coders would get.
I would post code that you think would be useful to the community.
You could do a 60-sec screen record of you creating a code to solve a problem.
You could answer coder questions on IGTV. Create a teaser video to it in your profile.

Promoting a profile on Instagram takes work, and there are many people that try and fail at it. There are a few that succeed: Pick the top 100 and send each of them emails directly (if you can) and ask them how to promote your specific profile. A few might answer and tell you for free.
Ignore all else that have not proven to you that they have succeeded in promoting a profile.
You have to work at it.
A guideline: Plan on spending maybe 4 hours per day, 5 days per week, (if available) for the first six months. No more than 4 hours per day or you might burn out your own initiative. Within maybe 1 month you should see usable results of what is working for your own profile and what is not working. Refine your process and keep at it for about 6 months if it is not too much for you. Then if you have enough money income from your efforts, hire someone else (an employee or a contract worker "non-employee") to do what you have found works best.
If after 6 months, if your intent it to make money, and if you do not have enough of an income from your Instagram efforts to hire someone else to do your work, then quit. End the effort there. Do not keep working at it. Find something else to occupy your time. Move on.
