how to trace who is downloading on the network

HI,
We have around 150 laptop + Workstation & i want to know that how can i track who is downloading in my network we have 2MB MPLS + Internet Link & its Maximum Ping MS Level is 180 MS
But some time it goes very high like 1500 to 2400 Ms
So please tell me how can i track in my network who is dowloading or using very high bandwidth or is there any utility to check this .

use net limiter to limit their internet bandwidth

You will have a logged in user in most routers. If someone is hacking you will see them in the router user interface. Find the ip and log in. Look through the user interface. You might find things like online, dhcp client, network client. To see if it is you or your computers you can look at your ip address. start - run -cmd - ipconfig /all
compare the ip and mac address. If something alien is there go visit your neighbors :)

If you are on Cisco equipment you can do netflow.
