Hello
I want to detect when a new file is added to a existing folder and access it.
How can I do this (C#)?

take a look at
FileSystemWatcher Class (System.IO)
http://msdn.microsoft.com/en-us/library/system.io.filesystemwatcher.aspx
Listens to the file system change notifications and raises events when a directory, or file in a directory, changes.
