ASP error starting new web project

When I try to start a new web project in VB.Net using
visual studio 2003 I get the following error:

Visual Studio .Net has detected that the specified Web
server is not running ASP.Net version 1.1.....

I've installed .Net Framework sdk. And I have IIS
services installed.

What am I missing?
