The MSDN has a lot of useful information on this topic. Research the use of System.Globaliz ation and CurrentCulture.

Well we don't do source code, see posting guidelines, but we might be able to help point you in the right direction.
To be clear, you wish to develope a website that changes depending on the language settings of the user who visits it?
There is a header that would be sent in the Request called "Accept-Language" that should contain the values you need to look at.
        Example:
        Code:
        Accept-Language: en-us,en;q=0.5
Since my culture is set to en-us, it sent en-us

You can use that as a base to decide what language to show your page in (using the System.Globaliz ation and CurrentCulture mentioned earlier) and then it would be a good idea to have a small section somewhere that would let the user manually choose what language to view the page in.
