The question is really too theoretical to be able to be answered extensively. Even if you ask the guys at Microsoft themselves they probably won't be able to give you a comprehensive answer.

Well, I know of implementations in pretty much... everything. Web, desk apps, games, etc. If you wanted to write a unix/linux program though, your users will have to jump through hoops to get it to work, but there are ports available. Or... run Vista/XP in a virtual, hehe.
