Scroll inside panel is not working

I have a panel in design mode.I am adding textbox to it.when user leaves from a textbox then a new textbox will appear.By adding textboxes to panel the textboxes are taking position as per he scroll.I want to give the location as i have,i have given auto scroll property of panel true.

Having you tried adding scrolling when you add the textbox?
