you can do interop with Excel from .NET.
check the examples that are shipped with the SDK.

If by "use the formula",
you mean...
you want to use Excel-like formulas in a .NET app,
you can do this with interop, or,
SQL Server Analysis Services includes this capability (useful for
server-side apps).
