I want to get the number of free IRQ or list of IRQ's
avilable (not using)

working with IRQ's is not possible in user space applications on Windows NT,
2000, XP or 2003.
you probably need to ask this on the device driver newsgroup.

if you only want to know this info for reference, you can easily find this
in start-> programs -> accessoiries -> system tools -> system information on
XP.
this tool has other names on other windows versions.
