    Certain "turbo" alternators can be operated via a nearly steady-state steam pass-through flow rate. Therefore, the chance of armature over-speed (higher than desired count of cycles of rotation per time), might be reduced. Therefore, the chance of over-voltage might be reduced. Therefore the designers might consider it unnecessary to incorporate over-voltage protection.

    Steady state armature rpm's, thus steady state voltages, thus less or no need for over-voltage protection.

    But, I suggest over-voltage protection even with this. Better to be safe. If you are working in industry, then there are probably Federal guidelines suggesting it.
