Activate A Phone call From Browser

Is it possible, a how could I activate a call on a mobile phone by clicking the number in the phones/smartphone internet browser.
I am not talking about using a VOIP gatway I need to activate a call just like
the html "<href=call to://+610414288253>C allme</a>." would on a PC browser.
In IE the callto: tag will open up skype in my case but I want my mobile pocket PC phone to open up and dial the given number.

im pretty sure that will not work. the pocket pc would have to have that feature pre-built in and im sure it doesnt. sorry.
