php page from boot ??

I have ubuntu 11.04 and I want a php page to work on the background so do not need to open it. this page read mysql each 20 sec and then send SMS.

That's a very unique configuration.
What are you having trouble with? The PHP page? Or another part? What have you tried?

The php page is already done, the trouble is in Linux configuration . I have no idea how to make this php page works 24/7 ??

What do you mean 'works?'
Is up? Install a web server like Apache and host it.
Runs and triggers every set timeperiod? Use cron.
