Need help with the animation on a WordPress site

I have tried my best to find some info about this on the Internet, but wasn't successful, unfortunately. So I would ask here. Please take a look here.

The site is built on WordPress. Can anybody tell me, please, how to make the same header on my website? I mean the one which will follow the user during scrolling.
