How to block framebuster from e-mail interference

Some time ago I was downloading Open Office that took
a lot of time on my dial-up computer. Thereafter, I
get interference w/ access to email. Sometimes signing off
and then proceeding a second time, the framebuster no
longer shows up at top of my screen.
