noscript tag inside head tag

Can we use noscript tag inside head tag and if we do that , what do browsers that don't support javascript?(ple ase consider that we can write any tag that is writen in body element in noscript tag)

You can't put it in the head tag. Why would you even want to?

I think that sedigh mohseni want to detect if browser has javascript swithed on :)
