hi all,
I am learning Ext js. Please tell how to develop applications and give suggestions for selecting IDE and what are the library files required (How to import them into our application)and to lean Ext js which book or website is good. Please help me..

have a look here for a start ... there are a plenty of tutorials that will get you started ...

the only IDE you would need is any capable JavaScript editor - personally i use netbeans since we use JavaScript/PHP for development and netbeans works quite well with remote-workspaces and all major version control systems - even eclipse with some plugins would do the job well. but of course you might even use vim or any other editor ...
