changing browser text settings??

Hi, I was wondering if it is possible to change the browsers text settings.
ie. in internet explorer you can change the text size by going to:
View -> Text Size
Is there a way to overide a browsers settings so that no matter who loads my
page it will be the same regardless of their settings?

Wrong approach.
What you should be thinking about is how to make your page adjust to
whatever user preferences are.

I understand why you wouldn't want a website owner to have such power over
your browser, but in my case I'm simply trying to not have layers
overlapping because of some oversized text. I did figure a way to do this
for IE using style sheets but it doesn't work for Netscape. After all the
writing i've done for it i don't want to go back to square one, but if I
must I must.

Sounds like a visit to comp.infosystem s.www.authoring.stylesheets is in
order to get your style sheet fixed.

prevents the user from increasing the font size?

Have you by any chance read some webpages explaining what is top-posting
and how it defeats archiving posts, destroys chronological and
contextual reading of threads and how it irritates, annoys people trying
to provide assistance and useful help, tips to people posting for help,
just like yourself?

Sure, if you want to really piss off your visually impaired users.
Use fixed font sizes, in pixels, and they'll always be the same size.
Of course, anyone who has a private style sheet can override that and
you can't do anything about it.

Use good design and you won't HAVE to use fixed sizes. :)

I spent the day writing it and then at the end of the day found that text
settings in a browser could make layers overlap. However I did find a way
to overide IE text size settings by using CSS to define the font to a
specific number of points. This is however ineffective in Netscape. I
would ideally like to be able to allow people to view the page at any text
size they have specified since we are a business who depends on a quality
website.

No I had not... I did not know what the term meant until just now thanks to
the link that David provided.

I'm now hoping there is a way to make the page scalable without having to
completely re-write it. Any suggestions of direction would be appreciated.

You are solving the wrong problem. If someone sets their fonts to VERY
LARGE because they have bad eyesight, then your "solution" just makes
your page unusable.

You can't control the font size of the user, any more than the size of
the browser window or the resolution of the screen. That is a
fundamental fact of the web. When one accepts that, one is ready to
desing pages for the entire web. Until then, it is just trying to make
a square peg fit a round hole.

Yes, Netscape works as it should: putting the power into the hands
of the browser owner. Other browsers does the same (e.g., Opera, which
I use).

Exactly!
It might not be easy, but my guess is that that comes from trying to implement
a strict design in a loose environment. Consider the design first.

There will always be some settings that will make the page unreadable
(I can set my font so small that I can't read it, or so big that it
can't fit my screen). Any reasonable setting should be usable.

Your first problem is that you use frames. Frames are not very suitable
for fluid designs, because you can only define their sizes in pixels and
percentages. The most reasonable width of the menu pane would be in "em"'s,
i.e., relative to the font size. Using CSS allows that.

I'd say drop the frames, and go to a CSS group for hints on how to
redo the rest. If you use frames to avoid code duplication (the same
menu on each page), use server side includes or server side scripting
to include it instead.

Billy, if I were you, I would
- entirely drop frames for such site for many reasons I won't explain here
- entirely drop explicit/dedicated support for NS 4 and IE 4: both of
these browsers were designed more than 6 years ago and both of these
browsers are not supporting HTML 4.01, CSS 1, DOM 1 attributes and methods
- invite users using NS 4 and IE 4 to upgrade
- validate the markup code and CSS code of all your page
- indicate that the site complies and conforms with HTML 4.01, CSS2
properties, DOM 2 attributes and methods and that users should use a
modern and W3C web standards compliant user agent to make use of the site
- drop entirely recourse to <font> everywhere
- close all elements with closing tag even; this is known to help
parsing and rendering in all known browsers
- remove "javascript :" from href attributes
- remove text "toying" in the status bar (ie self.status='so me text';
return true): that's unprofessional and most browsers now neutralize
this. Just use title="some text" in links.

addressing the scalability of font versus layout. I recommend you go
