scrollbar in the middle

Hei folks!
I have a problem :confused: and i have tried to find out the solution but no success at moment.
The problem is that i need a scrollbar or something similar for website. The idea is that people can choose the value 0-100% by choosing it on somekind of horizontal or vertical line. Also there is showed where at moment the value is.

Sorry for my bad english but i hope you understand me.
Can somebody help where i can find such a soultion or how i have to build in JavaScript?
