How Can I?

How can I get someone to go to my web site, read everything there, and
submit a critique. I also want to be able to change the background
picture on their computer, layout of icons, structure of directories,
contents of files, and find out the age of the user's oldest daughter.
Can I also do this with javascript turned off? I also want this message
to remain on the server for at least 30 days.

Submit it to search engines and make it a good one so your PageRank grows.

You cannot do this without the user's explicit consent.

That's a hard one, but you *can* do this. But it is likely that this
will require the user's explicit consent, too, provided that the method
call does not throw a ENoDaughter exception.

If you are able to meet the user's oldest daugter, you *can* ask her
about it with JavaScript turned off (strange brain of yours, indeed).

The news server I am using holds the articles in comp.lang.javas cript
more than 30 days. So yes, this is possible, too.
