I thought that project was stone dead; Java wallet happened to be quite insecure
and I think Sun dropped it all together after their grotesque first announcement.
(I might be wrong, so don't take my word for it)

As far as I can see, the Java Electronic Commerce Framework (JECF), which contained the Java Wallet, is discontinued. The last info I could find on the Sun website was from 2003 and Google brought up a few articles about how to crack it (that's probably one reason, why it's not available any more).
