From the docs what is your understanding of them?

From the docs what is your understanding of them?

The first one is compulsory or not.
And the second one if not specified then a default value given by the JSP translator.
If first one is true, means it is compulsory and if false then it is not.
And the second one is true then if it is not specified then a default value given and if false then it is not.
Right??
