How can a user be authenticated in a web based application(cre ated with java servlets)withou t connecting to database(oracle 10g).

If you are authenticating against users in the oracle db, you'll have to connect to the db at some point. You can preload the current users if they are not too many, say as a jsp loads, it connects to db and loads all existing users. Validation can then be done even with javascript.
