CSS instead of IFRAME question

[Big Moxy]

I thought I a rare case for an iframe. After unsuccessfully trying to
scroll bar colors with CSS a google search lead me to a recommendation
to use CSS instead of an iframe. Now the problem (at least for me).
The content for this section is from an external source (URL). Can
someone please provide guidance on handling this?
