You probably want to put it out for bid someplace like www.rentacoder.com where you can have several experienced developers bid on it, and it goes through a third party to ensure it is handled in a professional manner. They handle the money etc. kind of like an escrow service for buying a house. This way you can't rip off the coder, and the coder can't take your money without supplying a working program that you approve.
