My guess it that it's all written in C or C++ by people who prefer good looks; never mind the contents ;-) If they're doing a fine job Microsoft will offer them a contract and then they're lost for the posterity.

I couldn't care less who invented the dock; regardless of which OS it's on, it's a useful tool.
