Web Designer Back End Query...

I am an old COBOL programmer who is now breaking into the web design world... But, I want my specialty to be the back end of the site... like security, database manipulation, e-commerce, etc.

What is the best/most malleable language to use for back end programming?

ofcourse it is oracle only.

still then u can go for any other database like sqlserver,mysql ,sybase and a few others
