If I want to enable my PC to receive an SMS through mobile phone
and do somehing (including sending new sms to the sender), then
what must I learn?

There are many sms software availabe in market (freeware or trialware). You can do all these with the help of these softwares.

I suggest u use XML web services to send sms, but u will still need to subscribe in sms server.
