Flash scroll bar problem

I have added a scroll bar to movie clip which loads text dynamically

it works fine and when i publish it as swf it is working fine also

but when i publish it as html the scroll bars are not visible (but still it
can be scrolled using the mouse wheel) and also if i run the swf
it shows the scroll bars. it is not visible only on web browser

can provide the files if needed

Please help me to fix this
