hi i hav done one preloader which is animated.with that animation i am displaying percentage of loaded data.but my loading starts with 37%..before that screen remains blank....

So, in brief.
Publish settings->Flash-> settings button
Export in frame (2)
This will load all the external classes, script and objects in frame 2
So Flash will initialise your preloader in frame 1 before it loads all the other content. So your preloader will appear straight away.
