yes look i am making gis system on schools in my state i havve map ........now i want the schools to be shown on that map as hotspot as soon as i click the hotspot the whole info abt school should come ..for that purpose i want t create spots on map i hope u get it now cheeeerz and thanks in advance

Do you mean a button that is invisible?

draw a shape
convert to symbol - make it a button
open the button and drag the first frame (labled up) over to the last frame (labled hit)

thats it, hotspot!

Sorry I took so long to reply.
Do you need the hotspots to be placed geographically accurate? Because if that is the case I recomend you to start using the Google Maps API (in JavaScrpit).
Anyway, your problem is placing the hotspots or making them show the info?
Let's say you have the map already, you need then to place the hotspots on the map, you want to do it "by hand" or have them load from an XML?
Loading from an xml then would be a little problem, very much like placing them by hand, because of the conversion of the coordinates (even if you don't want them to be that accurate), because then you may need to start checking if the coordinates (in pixels) are placed relatively accurate or near where they need to be, and correcting them to get the right position.

Tell me then, if what you want is to load them automatically from an XML I can explain to you how could that be done.
Or if you need geographical precision, I'll tell you where you can find the Google Maps API and it's documentation -it's easy to use if you are an intermediate to advanced javascript coder-

First of all thankx alooot u guyz are gr8
my project is still in initial stages i am just gathering info as i told u that i ahve maps now i want to show all the schools of my state on that map for that purpose i will create hotspot...using invisble button what i want is this as soon as user plzces its pointer on hotspot a small menu should popup that give brief abt that school and that menu will contain" MORE "button as well from there he will get full info abt that school how can i create this pop-up???i want me hotspots to be geographically acurate so each school should be in its right position ..so should i load them by xml aur place it just like that and make them invisble button plz suggest me anything that would make wonders to my site i will be extrmely gr8ful to u as i tld u i am in initial stages i can change whatever i want if it is suitable ....i hpe u got now
