Problem with db2mscs

Hi,
can anybody help me by this problem:
I just want to take the DB2-Admin Server to the cluster
with following parameters :
DB2_INSTANCE=DB 2DAS00
CLUSTERNAME=MYC LUSTER
GROUP_NAME=DB2 Group
DB2_LOGON_USERN AME=xxx
DB2_LOGON_PASSW ORD=xx
DISK_NAME=LW G

and got this message

C:\>db2mscs -f: c:\programme\sq llib\cfg\db2msc s.admin.cfg
Warning: The message file is missing
DB2MSCS processing complete, rc = 1314

The command ended unsuccesfull

This problem is solved :
the user must have the right "act as part of operating system"
