just start using git hub and have some questiions.

if i upload a project in html, java, c, or php etc.. and if i give the link to some one. i know people can download my project but can they run it without downloading it? reason i ask is that i have create some project and i put the link on my resume.

if iam working on a project how can i get random people look at my project.

how can i request that iam looking for some one to work on my project. or join my proejct.

Well I think If your files is not downloaded, they are not able to use it unless you give them permission and let them join the group that you created in Github.
