C++, I want to write a date class

A few months ago I asked about this, and it seems this issue is still not resolved, so I'm asking for your help.

I want to write a date class that skips weekends and these holidays

    a. New Year, Jan 1
    b. MLK Jr Day, Jan 18
    c. Washington's Birthday, Feb 15
    d. Good Friday, Apr 2
    e. Memorial Day, May 31
    f. Independence Day, July 5 (observed)
    g. Labor Day, Sep 6
    h. Thanksgiving Day, Nov 25
    i. Christmas Day, Dec 24 (observed)

I have wrote code, but people call it a clutter, so I want to know if you have any links or help you can give me to solve my problem (It is not homework and I wrote a draft of it myself, however it is not correct).

If you want to see the cluttered code I have written so far, ask me. It is cluttered and has a lot of errors.

Please, if you can help me, be specific. I did not completely understand the meaning of (seconds past the epoch) and how it will help me do this. If you know someone who has done this already please show me how they did it. Thanks.
