I m new to NTFS please some one can help me regarding that how can i get
Full File Path or Record Path from Change Journal using C++ or any other language.

Yes it is a special file and hiden file not accessed via utilities like cmd SHELL
YOU CAN USE IT FOR iNCREMENTAL BACKUPS
