Windows IDE

I want to program for the Windows platform, but I want to know if
their is a open source or free IDE to create Windows application with
a WYSIWYG screen? I cannot afford a Visual C++ or Borlands C++
builder.

Don't you think a wysiwyg ide would be quite paradoxal ?
