Thread.Sleep() cause the current thread to be available to be swapped out (meaning nothing is being executed on it).
I will play with the test app when i can.
EDIT:
I am having no trouble with your test app. I keep your form minimized and have mspaint open.
I hit F3 then paste into mspaint. Move the mspaint window into top left...hit F3 and paste and the image changes.
All while your form is minimized.
Are you sure its not just a photoshop bug? I wouldn't rely on any adobe product for testing anything. Ever. They're pretty awful about bugs.
