How to control Clipboard from an unfocused or hidden form

Thread.Sleep() cause the current thread to be available to be swapped out (meaning nothing is being executed on it).
I will play with the test app when i can.

I am having no trouble with your test app. I keep your form minimized and have mspaint open.
I hit F3 then paste into mspaint. Move the mspaint window into top left...hit F3 and paste and the image changes.
All while your form is minimized.
Are you sure its not just a photoshop bug? I wouldn't rely on any adobe product for testing anything. Ever. They're pretty awful about bugs.

I'll try it with paint, but it doesn't really make sense, if the image is there in the clipboard then there's no reason Photoshop shouldn't paste it, much less continue to paste the previous image. Regardless, I'll mess with it and paint when I get home. Could you try one more thing? I know it might not make a difference, but instead of minimizing the app, can you leave it open but just unfocus it, like have the paint window focused when you hit F3. That's what I've been doing.

Also, I just thought of this, maybe Photoshop has a hotkey assigned to F3 that's capturing the keypress until it's no longer the focused window. Only problem with that is I've tried it with F4 and F2 as well. Maybe PS just steals exclusive keyboard focus until another app is focused. Eh, I'll try it with Paint.

I did the window open but unfocused behind ms paint first and it worked. Just double checked and yeah no issues.
photoshop does weird weird stuff with the clipboard as well as bind a lot of hotkeys
