SN & AL etc command problem in .Net

Hi any one can tell me

how do i get use of sn [strong name command] that is c:> sn -k
c:\somefile.snk
when i run this it gives me 'sn' is not recognized as internal or
external command program or batch file.........

even i cant run many command for dot net from my cmd prompt

i have VS .Net 2003 installed on my machine
