MSCommLib licensing

I added the MSCommLib (Microsoft ActiveX component) reference to my project
so that I could use the MSCommClass for serial communication. The problem is
that I get the following error "Class is not licensed for use" when I ran
the program on my target computer. What do I need to do to get the license
on the target computer?

For C# there is a much better solution available. Someone, I think from Microsoft, released a C# Comm library. I can't remember
where I got it from, do a search in this group.
