That's not so easy!! Before you get to access a secret message you should know what algorithm is used to encrypt the message and the public key if the algorithm is a public key algorithm and private key if the algorithm uses a private key. In order to break a message to plain text without the keys you should run a cluster of computer for hundreds of years. Anyway this is not something that should be dealt at a forum. :)

I thought it was simple a "phone" crypto, where you spell out words on
the phone buttons, but it doesn't match. Who is it from? The heart following
the last three groups of numbers makes me think "9 3645 763" = "I love you"
but of course that's pretty simplistic. What other information do you have?

I think you are correct. That would mean the whole thing spells out "Wish I was in your arms tonight. I love you." List the alphabet a through z, then assign values 1 through 9. After 9, start over with 1 again. Each number represents 3 letters, so you have to do some unscrambling to find the word.
