I hope you can say you have already googled for this little snipit but I found this on the first try. Give it a shot and see what happens.

You will find that this is not an easy thing to do.
Can you explain why you need to do this?

As indicated by zmbd, you can Enable/Disable Mouse Scroll Wheel but it involves several API Calls as well as an external *.DLL to do so. This is the Method that I use occassionally.
