If the Division number changes in 1 table, it is suppose to
automatically change in the other tables. If it don't change, what is
the problem?

It will if you have the relationship created correctly, turn on
referential integrity, and then cascade update action.
But you will have difficulties doing this as you have child rows
without parent rows which violates referential integrity. You have to
either fix the data to enable this constraint.
