My instructer has given me a backward question to answer!!

how can we describe the process of normalization that led to this table to 4NF?

wardName ------ staffName---- patientName
pediatrics------------ Kim------------- Claire
pediatrics------------ Kim------------- Brian
pediatrics------------ Emily---------- Claire
pediatrics------------ Emily---------- Brian


the staffName and the patientName are primary keys for thier tables Staff and Patient.. also, there is no relationship between staff and patient..
